Job Information

Essential Role:  Provides professional medical services to complement the delivery of primary health care services at GraceMed Health Clinic; provides clinical leadership and supervision of medical providers, medical staff, and medical support staff.  Works closely with the Medical Clinic Manager to ensure quality-of-care accomplishes the organizational mission.

Reporting Relationships: The Chief Medical Officer has a primary obligation to the Corporation as a whole and reports to the Chief Executive Officer.

Duties & Responsibilities:

Supervisory

  1. Oversees the management and supervision of the medical and clinical support providers and delegates authority and responsibility when and where needed. 

 Clinical

  1. Provides medical evaluation, treatment and consultation services to patients of the clinic.
  2. Available to staff at all times; responds to emergencies and answers medical questions.
  3. Obtains and documents, or causes to be obtained and documented, appropriate chief complaint, past medical, family and social history, review of systems, examination, medications and allergies, assessment and plan for each patient.
  4. Provides medical orders for prescription refills, administration of medications, ancillary testing, and/or referrals.
  5. Reviews ancillary test results and coordinates notification to the patient.
  6. Provides patient education as needed.
  7. Supervises patient care by non-clinic agencies such as home health care, nursing home, or hospice.
  8. Answers questions and relays information regarding patient care personally or through clinical staff.
  9. Completes appropriate paperwork to comply with insurance and reimbursement guidelines.
  10. Completes all documentation and paperwork in a timely manner.

Medical Administrative

  1. Approves and maintains treatment protocols utilized by midlevel providers.
  2. Develops and documents protocols related to his or her job functions.
  3. Conducts provider meetings a minimum of once a month.
  4. Provides assistance to the Medical Clinic Manager for the orientation and training of providers.
  5. Monitors clinical areas for staffing needs and submits recommendations.
  6. Assists with development of patient care policies, protocols and procedures.
  7. Provides quality assurance, patient care assessment, risk management, and program evaluation services as a member of the QA Committee.  In performing such duties; Chief Medical Officer reviews an adequate sample of clinic’s medical records with particular emphasis on the appropriateness, efficiency, and quality of care provided.  When the review of said medical records shows that corrective steps are necessary, Chief Medical Officer shall take appropriate corrective steps, in collaboration with the appropriate administrative, supervisory or clinical personnel.  Maintains appropriate records of all reviews and actions.
  8. Provides utilization and peer review services regarding the medical necessity and appropriateness of outpatient and inpatient services provided to patients of the clinic.  In performing such duties; Chief Medical Officer shall review an adequate sample of clinic’s medical records to ensure that provider examinations, diagnosis, anticipated goals, medical orders, treatments and therapies, and documentation thereof, are timely, appropriate and of acceptable professional quality.
  9. Reviews and responds, in collaboration with Chief Executive Officer and Chief Operating Officer, to any complaint or grievance specifically related to patient care or medical education.
  10. Assists with development of programs to increase or improve clinical services.
  11. Participates in public relations and community outreach activities as clinic shall from time to time reasonably request.
  12. Provides assistance with OSHA, emergency preparedness, infection control and regulatory compliance.

Administrative

  1. Works closely with the Chief Executive Officer and Chief Operating Officer to provide leadership and medical direction to the clinic’s staff.
  2. Reports on the performance of medical services to the Chief Executive Officer on a quarterly basis, in the manner and form adopted as adequate and appropriate by the Management Team.
  3. Assists and participates in the clinic’s Quality Assurance Program, OSHA guidelines and other regulatory entities.
  4. Serves on the clinic’s Management Team.
  5. Participates in budget development.
  6. Assists the Chief Executive Officer and Chief Operating Officer with the professional development of the clinic’s medical providers.
  7. Assists with screening of applicants for clinical positions; performs initial interviews, recommends candidates for and assists with final interviews and selection.
  8. Attends all staff, clinical, board or other special meetings as requested.
  9. Performs other appropriate duties as requested by supervisors.
  10. Represent GraceMed at functions as requested.
  11. Maintains patient confidentiality at all times.

 Performance Requirements:

  1. Courteous, honest and professional at all times.
  2. Leads by example by observing work start and stop times, giving adequate notice for absences, and following clinic’s operational and personnel policies and procedures.
  3. Able to communicate and relate well with providers and clinical staff.
  4. Maintains appropriate licensure and certification including meeting and/or exceeding CME requirements.
  5. Observes standards of medical care.
  6. Efficient, organized and accurate.

 Education and Experience:

  1. Medical Doctor or Doctor of Osteopathy degree required.
  2. Current State of Kansas MD or DO licensure required.
  3. Current DEA certificate required.
  4. Board Certification in Specialty preferred.
  5. CPR certification required (must be obtained within 30 days of employment).
  6. Experience in public health preferred.

 Qualifications:

  1. Knowledge of HIPAA compliance.
  2. Previous medical office experience.
  3. Previous supervisory experience
  4. Understanding of ethics of confidentiality.
  5. Previous computer experience or training.
  6. Successful candidate must submit to TB testing and any vaccinations recommended by OSHA Guidelines.

Working Conditions:

Medical office environment.  Multi-task oriented position including direct patient care may require sitting or standing for long periods.  Some bending, stooping, and lifting (up to 50 lbs).  Must interact with providers, patients and other office personnel.  Must possess socio-economic and cultural sensitivity.  May involve contact with angry, upset or ill persons.  Will involve potential exposure to blood and body fluids and other hazardous substances.  Must have visual acuity and manual dexterity to assist with procedures, perform and interpret lab results, and interface with computer.  Must have auditory acuity to handle phone calls and extensive patient interaction.  

Work Schedule:

This is an Exempt position.  The Chief Medical Officer is expected to work within the normal work week plus additional duties that can only be done outside of business hours.   Takes call rotation with other medical providers.
